A Study on Development of Double Benefits in Social Insurance System in Korea

Abstract

|
The ultimate goal of social insurance system is the proper level of security to provide against social risk. The problems of double benefits in social insurance is to provide more or less benefits because of double benefits rather than to provide same person with various benefits simultaneously.
The purpose of this study is to evaluate the problems of double benefits of industrial injury insurance and national pension system and to suggest rational developments in social insurance system. The major problems are as follows: 1) the level of double benefits is adjusted without considering various levels of living of individual 2) partly the provisions on double benefits is not in current social insurance system 3) not having a transition system from industrial injury insurance to old-age pension system.
This paper suggest that to develop of double benefits in social insurance system, policy makers in Korea put more efforts on determining optimal level of benefits, priority for adjusting benefits and considering transition system from industrial injury insurance to old-age pension.
